A friends tokunbo seized brazenly

I was at a gathering recently, and heard a story about a friend who picked up his cousin from the airport in his tokunbo car that he had just purchased a few months ago. Unfortunately for him, they were stopped along the way by some customs officials, who after demanding that he show them his papers, which he did, insisted that they were fake, and proceeded to seize his car.
I find this quite unthinkable, what ever happened to individual and property rights. How is this possible. Why do we allow something like this to happen in our country.
